    Depends on the glass. Most glasses are stored open side down preventing accumulation of dust, dirt and fly-shit. If they're being air-dried this is the best way for moisture to drain. Certain tall wine glasses like some champagne flutes are better stored on their bases if they are not in racks as they tend to be bottom heavy and unstable upside down. These should be wiped regularly if not in constant use.

    Well if you want a serious answer...with the arms at an approximately 45º angle such that the arm ends just cross. This prevents scratches to the lenses and helps prevent the arms from becoming snagged on wayward shirt sleeves etc and thus knocking the glasses onto the floor. See below:
